How do I go about finding someone like a "case manager"
Someone who can help provide/suggest curriculum, make a schedule...etc for a high school student. I don't believe a tutor would be the answer, because they only help with specific questions/problems.

If you want someone that checks in with you daily or weekly, you might want to hire another homeschool mom or use a tutor for accountability.
